The establishment of schools in the country was a part of the American policy to prepare Filipinos for self government. Free public schools were opened in 1901. After the central school was opened, schools in the barrio or barangay gradually started.

In 1919, Capiz High School was completely organized. From the first American teachers that came to the country board the Thomas, three (3) were assigned in Capiz town as Superintendent. Of the three (3), Mr. Robert Cleemson was so permanent because of his great interest in secondary education.

Capiz High School became the nucleus of education in the Province of Capiz. Its teaching staff was composed of Americans and the education was patterned from American educational system. Textbook and supplies were used in American school. All the students spoke the English language. Mr. Jacobson was the principal when the school opened, Mr. Merit later replaced him. By this time Filipinos started to teach in the school the Filipino dresses and barong tagalong were used as uniforms.

The school actively responded to the challenge of the National culture of excellence, thus proving the road map for the opening of the school for the culture and the arts, which will eventually produce talents in performing and visual arts for global competitiveness.
